The Government e-Marketplace (GeM) is where central and state departments buy goods and services in India — including several Karnataka PSU buyers who source locally from Bangalore vendors. Every bid submission on GeM is digitally signed with a Class 3 DSC.
Which DSC works on GeM
- Class 3 Individual DSC in the name of the primary signatory — mandatory.
- Class 3 Organisation DSC is not required for GeM listing but helps for higher-value tenders where the buyer wants signature under the company name.
- Class 2 DSCs are not accepted (discontinued nationally since January 2021).
Signatory choice — who should hold the DSC
The authorised signatory on GeM must match the person whose Aadhaar and PAN are on the DSC. For proprietors this is the owner. For Pvt Ltd, this is a director named in a board resolution. Do not use an employee's personal DSC for the company — GeM audits this at withdrawal / order-fulfilment stage.
Registering the DSC on GeM
- Log in to GeM with your vendor ID.
- Go to My Account → Profile → Digital Signature.
- Insert the USB token, select the certificate, and sign the registration request.
- GeM caches the certificate against your vendor profile. From then on, every bid submit prompts for a signature.
Bid submission errors and fixes
- "DSC not registered" — you signed in before registering; register first.
- "Signature validation failed" — emSigner utility not running, or the browser blocked the plugin.
- "PAN mismatch" — the DSC's PAN differs from the signatory PAN on the GeM profile; issue a new DSC in the correct name.
